Black guy with sunnies driving a bus at high speed?

I remember seeing a commercial of a movie long time ago of this black guy who was driving a bus at high speed.

The guy was wearing sunnies and I think he may have been blind (not sure though).

He looked a bit like Ray Charles except I think he had a smaller and skinnier head.

I thought perhaps it was the movie 'Speed', but I just watched it, and it's not that movie, unless its 'Speed 2'...

I think in the commercial the commentator said 'Are you ready for the need, the need for speed?!'.

Maybe it was just a parody... I'd like to know if anyone knows about this.
